I want to thank everyone who took the time to attend the Town Hall Meeting held on March 11.  The meeting was designed to be an opportunity to meet all the candidates who have filed for the open Trustee positions.  It was encouraging to see so much interest in the Village of Innsbrook issues. Three Trustees will be elected on April 8th - please mark your calendar. I encourage all Village of Innsbrook registered voters to participate in this important election. Cynthia Cook and I are the current incumbents seeking re-election. We both have demonstrated that we can 'step up to the plate', as circumstances require, and did so this past year.  We did not sacrifice our principles when subjected to unwarranted criticism, threats, and baseless attacks on our character, all because we did not comply with the demands of a few.  Many of you, especially those who know Cindy or me, have expressed your appreciation for our steadfastness and willingness to serve our community.


During the presentation by the Candidates at the Town Hall Meeting, there were comments regarding the finances of the Village Hall and a need for more transparency.  Please understand that the Village of Innsbrook is a government organization which is a separate entity from the resort, which is controlled and managed by Innsbrook Corporation and the Homeowner's Association.  The Village of Innsbrook is a state-created municipality. The Village publishes its financial statement semi-annually in accordance with Missouri law. You can access the financial reports by clicking the link on the 'About' tab on this website.  The Village also files a financial report annually with the State Auditor's Office.

An audit was conducted by an Independent Audit Firm in 2024.  You can read the 'Opinion Statement of the Independent Auditor' by accessing the link for the 2023-2024 Financial Report, also available on the 'About' tab.    


Over the past several months, there have been inaccurate statements regarding the financing of the Village Hall.  The Village of Innsbrook has sufficient resources to pay for the completion of the new Village Hall, without assistance.  However, it is important to retain a sufficient reserve to ensure funds are available to meet ongoing expenses and to address unexpected emergencies.  It would be fiscally irresponsible not to maintain a sufficient reserve.     


 The Village of Innsbrook has entered into a financing agreement with First State Community Bank, which has a long-standing relationship with the Village.  The bank was willing to approve up to $750,000 in financing, if requested.  The Trustees have entered into an agreement that allows the Village to draw up to $500,000 at 5.33% amortization over a five-year period, with an initial draw of $250,000.  We do not anticipate the need for additional funds beyond the $250,000, and we expect the loan to be paid off in three years.  There is no pre-payment penalty for paying off the loan after three years. 


Please know that your Board of Trustees have not made decisions before being fully informed of the facts and options  on each issue we have addressed.  We have a Village Attorney, who the Board consults with to ensure that the Trustees comply with the Village Ordinances and State law.  At the suggestion of the Village Attorney, the Trustees engaged Mark Spykerman, attorney with the GilmoreBell law firm that specializes in arranging public financing.  Mr. Spykerman has been instrumental in developing a financing arrangement that is sound and meets the Village needs.  


On March 12, an Ordinance was enacted authorizing the Village to enter into the financing agreement with First State Community Bank.  For more information, you can access the Zoom video link for that meeting  on the "Board of Trustees' tab.
